IRS VITA and TCE Programs
The IRS's Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs offer free basic tax return preparation to qualified individuals.
The VITA program has operated for over 50 years. VITA sites offer free tax help to people who need assistance in preparing their own tax returns, including:
- People who generally make $60,000 or less
- Persons with disabilities; and
- Limited English-speaking taxpayers
You don't "need" to pay anything to create and file a state except to buy this Federal and State version. The ability to do a state return is yours when you purchase the Federal and State version. The fee is only if you want to e-file. You get five federal e-files and no state ones but can do and file as many returns as you like for both federal and state. You can "choose" to pay $19.95 to e-file but the cost of a stamp will get you the same. Have to be clear as this causes much confusion. They do sell just a federal version and you cannot file a state return with that unless you pay again to buy the state and then you would still have to pay again to e-file it. Filing and e-filing are two different things, and the words are not interchangeable. To help understand that difference, understand that you can create and file as many federal returns as you like but can only e-file five. In the case of state you can again create and file as many as you like you just get no e-files.
