Not sure if the term is still in use, but this used to be referred to in the supermarket industry as a "come-on item" as in 'come on in, buy our limited sale item, and grab lots of other items while you're in the store'.
Back in the 90s, Market Basket/DeMoulas in New England used to do it on summer weekends with fresh lobster. They steamed it for free, but then you had to pay the 5% meal tax on it. No one ever bought just the lobsters.
