Pay your taxes at pay1040, which accepts PayPal. Fee is 1.87%, which is a money maker if you do this for up to $1500

Interesting. Never heard of that site. I almost always get a small refund, but pretty sure I'm going to owe this year due to getting a bunch of checking account sign up bonuses.

But in 2022, I had this offer on my Double Cash --- spend $500 get $25 back.
What I saw on my all 3 of my statements were:
Purchase : 0
Bonus: 4x

I complained to Citi and they gave me a statement credit of 1x for the $500 = $5.​

It seems, and I can be wrong, that Citi intended for 4x (bonus) + 1x (payment) for these Paypal purchases based on the statements.

No one from Citi ever explained.

Not in 2022 when I had my offer.

They gave me just 5% total --- 0% purchase/base + 4% bous + 1% payment.
When I complained, they gave me another 1%.

Chase's way is 1% base + 4% bonus for Paypal.

You must be special. I do get everything as I explained above. I have checked on my statements.
