Something weird is definitely going on with that page. The main listing says 2 count: $18.20. Then. over on the side where you select one time purchase or S&S, it shows "$22.48 for regular purchase, and $19.11 for S&S. But when I click on set up now, it switches the seller to "JF BestDeal LLC " (but fulfilled by Amazon), and changes the price to $17.00-.85 S&S discount, or $16.15. If I could get 35% off that price (10.20), I'd definitely buy it.
I guess we'll have to see if they fix this.

Also, Ultra has two main ingredients, Polyethylene glycol 400 0.4% and
Propylene glycol 0.3%, while Complete (and Balance) have more of the first one, Propylene glycol 0.6%, along with some soothing mineral oil.
The main difference between Systane Balance and Systane Complete is that the Complete has the newer "Nano-Droplet Technology" that sprays much smaller droplets into the eye, to increase surface area contact with the eye, and increase efficacy.
TLDR: Complete is better.
