This is the same laptop walmart cleared out a few weeks back for $399. The video card on this thing sucks at 4gb. Also display is not super bright. It's a low end gaming laptop.

Video card is fine, it's literally one of the highest wattage 3050 Ti laptops there. It's 95W vs 40-80W usual range

My Legion 5 a generation prior with a 1650ti only got up to 50W (measured myself). If this is true, this 3050ti could be quite the bang for the buck at $650. I absolutely loved the Lenovo Legion 5 build (and video card OC capabilities built into the bios) and would buy again, so this is tempting...

Indeed. The 120Hz screen is the low-end one. Things are quite a bit better with the 144Hz model.
