They go on sale every 4-6 weeks, typically the week of major holidays. There are 4 types of DLC for Sims 4 - expansion packs, game packs, stuff packs, and kits.
Expansion packs are usually $20 (50% off) when on sale. Expansion packs add a lot of content including new worlds to build in, new items to build with, new clothing, and new game play. One of the best expansion packs is Seasons because it adds holidays and weather to the base game.
Game packs are usually $14 (30% off) when on sale. Game packs are much smaller than expansion packs and don't include new worlds but do include new types of game play. One example of a game pack is Dream Home Decorator. It adds a new interior designer career as well as a ton of build items.
Stuff packs are usually $7 (30% off) when on sale. Stuff packs are smaller still than game packs. They're usually just a large themed collection of build items or clothing and add no game play.
Kits rarely or never go on sale. Kits are small themed collections of build items or clothing. Most of the kits don't add gameplay but there is one called Bust the Dust that adds a dirt/dust system to the game and you have to vacuum regularly if you want the house to stay clean.

Back in my day Sims was like $40 in a box at the pc store. These days they giveaway games like candy it's crazy. Though they're digital and new releases cost just as much as hard copies.

Its probably free because the base game is about as barebones as it gets. They want you to buy the expansions

I don't know about that. It sold for $40-60 for a long time. The expansions are plentiful and expensive, and add dumb things like vampires and ugly outfits. You can have a great time playing just the base game. I'd argue it went to free to play just to help boost DLC sales since they're criminally overpriced.

I'm sure the commenter meant it's always free now, as in this isn't a limited time"deal" like many of Epic's giveaways.
It's good to be posted though for those who are unaware it changed to free last year.
