To search for free ebooks on Amazon, you can just use the link
https://www.amazon.com/s?k=free+ebooks and then use the on page filters for type of book you want.

It is weird that I don't get an option to add to cart, though what worked for me was the following:
1) Click on the picture of the book (above it said Look at Me)
2) The book loaded with a box "See Buying Options in store"
3) Now it loads a screen that has the "Add to Cart" option

Mind you I am doing this from my android phone using a browser, so you may get different results on a computer or iPhone.
