That is correct. The old PS4 version was titled remaster as it was so.
This one is titled part one, to follow The Last of Us part two. It was developed by using part two's game engine so the graphics, physics, AI, etc are all changed. This requires a lot more time and manpower than a remaster would. The outcome is also significant too.
People can complain about pricing, that is valid. But they shouldn't devalue what the remake did. The results speaks for itself. There will probably be a lot of new people playing this franchise now that the HBO show has taken off. Myself included since I haven't owned any consoles since the PS2 era. I'll be getting this title in March when the PC version comes out.
The developers intended for the fans to be able to play this title and part two back to back without any change in quality.

Just an FYI for you and anyone else who is also confused by the difference between a *remaster* and a *remake* to help everyone make the best plan for themselves:
The Last of Us was originally released on PS3.
The Last of Us: Remastered (which, as the name implies, was a *remaster*: same game running on the same game engine, tweaked to run on newer hardware, typically at a higher resolution and/or higher FPS, sometimes with higher resolution textures and models as well) was released for PS4. Makes sense it eventually dropped to $10 (and was made available for free in several instances), as it takes relatively minimal effort and developer time to create a *remaster*, so it is still profitable when sold for $10.
The Last of Us: Part 1 (this game) is not a *remaster*. Instead, it is a complete *remake* (game rebuilt on a new game engine from the ground up) specifically designed for the PS5. Creating a *remake* takes orders of magnitude more effort than a *remaster*, so the price is going to remain higher for longer to ensure they make their money back from the thousands upon thousands of developer hours it took to create.
Of course, it's your prerogative if you personally don't want to pay MSRP (or this discounted $50 price that's a $20 savings from MSRP) for a game that has a story you've already gone through, but it's not a "crazy price" for a complete *remake* of a PS3 game from the ground up on a new game engine specifically designed to take advantage of the much more advanced hardware of the PS5 and the greatly increased complexity and graphical fidelity it allows. A *remake* of a 2 generation old game is just as much developer work as creating a brand new game - the only work that is avoided is that the game designers don't have to come up with a new story or level designs, but the developers did have to recode them all using brand new textures, graphical elements, and event triggers that work with the new game engine. They also have to spend extra time (compared to a brand new game) to make sure the game plays like the fans of the original expect, which, unlike with a *remaster* which uses the original game engine, is not just something that happens automatically with a *remake* because it's running on a new game engine.
So if you are waiting for this PS5 *remake* to drop to $10 as quickly as the PS4 *remaster* did, you might be waiting a much longer time than you expect because, unlike the PS4 *remaster*, this is a complete *remake* for the PS5.
Add in the influx of new interest in the game series from new fans coming from the new HBO show and the fact that most AAA PS5 games (including this one) retail at $70 now (rather than $60 like they did in the PS3/PS4 era), and I doubt this will drop below ~$25-$30 (which will probably be the best case 2023 Black Friday / Christmas sale price) anytime in the next year or so.
I'm not sure if we'll see this SKU hit $10 ever, actually. There's a decent chance they release a Part 2 remake for the PS5 as well in 2024 to coincide with the release of the 2nd season of the HBO show, and once they milk that, they release a version that contains Part 1 and Part 2 together in 2025 (and the Part 1-only and Part 2-only SKUs get discontinued, with neither ever falling below ~$19.99 or so), and hope that the combined title eventually falls to ~$20-$30, which would be $10-$15 per game, by Black Friday / Christmas of 2026 or so.
If you're willing to wait close to 4 years, more power to you, but I got this on sale for this $50 price (using a $100 PSN card I got for $80, so I effectively paid $40), and it feels like a true next gen game, a very different feel compared to the PS3/PS4 versions. It's a lot more immersive, and, personally, the fun of playing along to roughly keep pace with the HBO show as it airs is worth paying an extra ~$25 now rather than hoping to be able to save ~$25 in 4 years.
But to each their own, there's no right or wrong answer. Just doing my part in helping avoid this sort of confusion where folks are incorrectly thinking this is just a second *remaster* of the now-ancient PS3 game engine when it is a complete *remake* on a new, beautiful PS5-specific engine in actuality.

I 100% agree that this is not a remaster and built from the ground up on a new PS5 type engine.
That being said, a huge part of development (level design, script, story, paths, characters, etc) was already in the can.
I don't expect a $10 upgrade price but it shouldn't be $70 MSRP either.
game will have been out for 6 months at that point, so sure, it'll drop...
if they keep making episodes about post-apocalyptic homesteading, it's bound to drop faster
They're definitely killing it over The Walking Dead. So far it's been true to the game and been exciting and new, without being overly vulgar. Kept the original music. I showed a friend the show that never played the game (I beat both) and he's hooked.

The reason this post exists is to inform those who don't get it for "free".
And those items from PS++ are only 'free' until you no longer pay your monthly/yearly fee/dues.
Which means it's a subscription...like Netflix.
Which means it's not free, it's just part of the catalogue available...until that selection is removed.
Then the only way to own it, is to buy it.
(GPU if lapsed will return all items 'purchased', when subscription continued. PS++ if lapsed loses all items, regardless of continuing sub later.)
At $2.49 I'd just as soon buy it anyway.

i beat this on PS3 once and twice on PS4, and I beat this "part 1" earlier this month
the only change i noticed was the better graphics and when you upgrade your weapons it's the same as the Last of Us Part 2
so in my mind, this is a remaster not a remake
a remake seems like a completely different game like Resident Evil 2
That being said, a huge part of development (level design, script, story, paths, characters, etc) was already in the can.
I don't expect a $10 upgrade price but it shouldn't be $70 MSRP either.
