This has been free at some time or other on every console it seems. I have it on Epic, Steam, and PS. Still haven't played it

Is it deluxe edition? Not sure why every console (even switch) got deluxe edition but not xbox.

But xbox got 4k. Have no idea if I need to double dip.

Looking at it, no I don't think it has The Road to Gehenna. Searching Xbox.com there is another Talos also on sale at $5.99 that I did not see in the on sale section(only upon search) that says it includes the expansion. Although, it is not listed as Deluxe Edition either. They are usually pretty good on quick refunds for digital if you haven't really played it yet, in case you wanted to upgrade for $1.50.

Correction - the deluxe version I found is the PC version
