So you trust more to Paypal than your own cc company? Interesting.
1 - Y and Z keys simply reversed in physical location - Press Y and get a Y, etc. just not where we are used to them being.

2 - Y and Z are where we (US) expect them to be but are now labeled backwards. Press Y get a Z.
