The resolution is a kick in the pants, but I guess they helps game wise.
The sluggishness is likely the combination of older chip and less RAM. Modern browsers (Edge, Chrome, Firefox at least) are absolute memory hogs, especially if you have more than a few tabs open (but even if just one tab open, they hog memory). Even with 11th and 12th gen i5 or higher chips, I would want at least 16 GB RAM these days.
