Much too small. 24 is the wheel size. At a minimum, look for a bike with a 26 inch wheel size. Most bike frames come in varying sizes. Honestly, I would pick up a well maintained used bike that actually fits. Check out Craigslist and Facebook Marketplace for a non stolen well maintained bike under $100. Will be much much better than this.
