I think it is covered by their money transfers section but if they find they don't cover it they will give you the federal agency that does.

I wouldn't have signed up for payment processing with US bank (there's a $600 bonus for it) if they told me that they could snatch the funds back if they don't like my risk profile for any reason (mine is low volume, high amount, something I learned later that credit card processors typically don't like), and they don't have to give me the bonus if they unilaterally decided to close it within the first 3 months. That's my major complaint of their business practice. I really hate to be at somebody's mercy.
Or do they suck at handling "business" checking accounts and promotions like this?

Sounds like something right up CFBP's area of expertise. I've had 3 complaints, one was found in my favor, one was a referral to the OCC (they found in my favor) and one of my complaints was not found in my favor but all were handled very professionally and I think fairly.

What is the definition of a new customer? Someone who had never had a business checking account? What if you had a consumer checking account?
I hate it when they are doing this to everybody and expect to just pay off a few complainers (so no real penalty to them) and shortchange the rest. Can the official complaint get them into real legal/regulatory/reputation troubles?
If you were to try to recover via the courts the findings would only apply to you and you'd have to pay costs associated with the complaint, however, when complaining via a federal governmental agency, not only do you have a chance to be made whole you can help stop bad/illegal/unethical behaviors.
The CFBP has been instrumental in fines for many financial institutions that don't follow the rules. This what they assisted with last year: https://www.hudsoncook.
