If you're on Ryzen, I'd spend the extra $8 (after $5 shipping on the OP) for the 3600 CL18.

This right here. Get the 3600mhz 18 CL vs this 3200mhz 16 CL.
The 3600mhz is faster even though some tests will show they're about same.

It's an extra $15 on top of the 3600 CL18 you mentioned, but a G.Skill Ripjaws V kit that's 3600 CL16 is on sale for $95. 3600 CL16 is the sweet spot for Ryzen 5000. It's not RGB, though.

Yes. Ryzen it makes a difference. Not so much on Intel.

You can look at the Intel ark. For DDR4, 3200 MT. I have a B660M and i5-12400 and I just put 64 GB of this memory in this week. However I had to update the BIOS as it would only take 3 sticks because many of the INtel BIOS have poor dual rank support (which this memory is). Once the BIOS was updated the correct XMP1 profile was loaded. If your BIOS.Mobo doesnt play then JEDEC 2400MT is the way you will need to go, or try to source gaming single rank. Personally I don't think its worth the$$$ unless you are a hardcore gamer. Mine is in a server so, who cares.
