Try the machines on this page with the code 7050DELL4U. They will not offically support Windows 11, since they are all 6th Gen, and Win 11 support begins with 8th gen. However, there are santioned ways to override it.
If you're willing to spend a little more, you can get a 5060MT with i5-8600, 256GB SSD and Windows 10 home for $200 after code YES2DELL5060. This one is officially supported by Windows 11. And it would probably make a decent entry-level gaming system with the addition of an appropriate video card. The SFF PCs aren't really suitable for gaming since there are few good half-height video cards.

It was the last one listed at $259, the $279 MFF that has stock looks identical.
ETA: I suppose you could install it in the 4x slot instead, but that's not ideal, and the power supply will still block the fan intake.
I really wish these cases could accept a full size DVD drive. I have a plex server that has a Blu-ray drive with special firmware that will allow me to rip movies. It's in a very old 3rd gen i5 HP SFF desktop. It's still my main server but getting very long in the tooth. My case options for these days are VERY limited to what I can use. Even when considering a custom built maching.
I should probly look into upgrading the drive as well at this point, but I keep holding onto hope that ill come across some refurb office PC that will accept my drive.

Positives:
- arrived very new-like
- new packaging and possibly new accessories (mouse, power adapter, etc.)
- recently installed, relatively clean OS without bloatware
- Dell's micros always arrive smaller than you'll think, if you've never touched one before.
- buying a Dell refurb from Dell Refurb comes with great credibility compared to buying from eBay, Amazon Marketplace, etc.
Negatives:
- mine didn't have an HDMI and using a DP-HDMI simple cable to a TV produces poor results (simple HD, 1920x1080 I think), but it just seems less on a big screen. My TV does outstanding upscaling but strangely the result is poor compared to a 10 year-old HDMI 2.0 port on an old WD TV Live, which produces far better resolution.
- must replace the CR2032 battery, which is warned on the Dell Refurb site; Dell could probably purchase these in bulk for about 25c; but instead buyers have to open up the Optiplex immediately, find the online manual, own a new CR2032, and carefully remove interior components (add-on DP card, etc.) to get to the battery slot; Dell Refurb should just do it as part of its refurb process.
I could try purchasing an 'active' DP>HDMI cable but I don't think that'll solve it. The DP resolution is much better but the conversion to HDMI just lowers it. Purchasing the HDMI 2.0b little port add-on from Dell.com adds a crazy price to the unit ($58 + shipping?), considering the price paid for the refurb. Adding a limited outdated very slim graphics card also adds a rediculous amount ($100+) compared to the price paid for the refurb, only to get a small increase in HDMI resolution; plus installation might be difficult and it may have issues or not actually work.
I suspect there's an issue somewhere in your signal chain, or maybe the PC is defective in some way.
