Yes they can. These have plenty of problems though.

For example, you can't get them to 100% via app, have to manually press "up" after turning on….

Damn I thought it was just mine. My biggest gripe is they barely dim compared to my non-smart dimmer, which is kinda the whole point (also doesn't dim to 1% without flickering but the app allows me to limit it the minimum before the flickering).

Felt has always been the brand that is more fitting to be in Sam's Club than Costco because it's only tolerable because it's cheap; Costco usually does a good job at picking their partners but Feit has never wowed me (the smart bulbs claim 800 lumen but when you use color it looks about half that of its white temperatures).

I set these up with Tuya/Smart Life app and homebridge so it satisfies my automation needs but you get what you pay for with these.

I have four of these. Two as normal and two as three way. I've never noticed this and just tested it because of your post. The app shows them at 100 but if I click up on the switch it goes up one more step.

But overall I'm happy with these. Had them 3+ years and they always work with the app or Google home. Only time I've ever had to reset them was after a power outage.

If I don't physically make them @ 100%, they become more susceptible to flicker. I just redid my electrical and the lights are on dedicated light circuits, but still flicker when a large spinning load starts up…unless put on 100%.

I installed 6 of these with LED recess lights. They all flicker sometimes when dimmed at the lowest setting. If i go a bit brighter it may go away, sometimes it won't unless I go brighter.

For most, actually. It's not common to have neutral wire in older homes.
I was lucky to have in places I needed, but some places like hallway did not have neutral wire.
I was hoping I could use low voltage like Yolink brands too but they also require neutral wire.

Regarding dimming, it helps to use the app on low settings, in my case the actual dimmer goes from like 10% to 0, but app can go down to 5%.

I do see flickering if you have more than 1 light on same line, sometimes 1 light will be faint light at lowest setting like almost off, but tiny bit of light.

Otherwise, for the money, absolutely no problems. Just don't use them high voltage lights, they can heat up quickly. I had to swap my halogens with LED.

I'm pretty sure these don't work with low voltage lighting, which is generally 12V, not 120V. Maybe you meant low wattage?

Regardless, unless your wiring is not the proper gauge, I don't see why these would heat based on the lighting load. It is just the switch, not like it provides the power source or a transformer.
