1) Yes, you do need to purchase two complete Home Circuit sets if you want to race Mario vs. Luigi using physical RC carts. If you jump on this deal (e.g. get the Mario at Amazon and the Luigi at Walmart), you effectively save $80 off of $200.
2) No, you cannot buy just the cart. Listings on Amazon and eBay make it look like you can, but in almost all cases those are not RC carts. The Nintendo Store (both online and offline) doesn't provide the option to buy RC carts separately.
3) It used to be that if you wanted to race head-to-head you'd need to buy two complete Home Circuit Sets AND two Switches. That changed In November 2021 when they updated to version 2.0. So consider yourself lucky for not jumping on at the beginning. BTW, Nintendo's own site sloppily still says [nintendo.com] you have to buy two Switches, but that hasn't been true since the 2.0 update.

Honestly, I don't see this version of the game taking off. The Hot Wheels brand has been associated with terrible video games over the years, so regardless of whatever performance and graphics improvements the PS5 years brings, I don't think people are going to pay a premium for what looks like a Mario Kart Live clone.
