While buying a ticket from Delta, I received an offer pop-up during the checkout flow for $400 off Delta tickets purchased in the next 6 months, plus 50k points after $3k spend on a new Amex Delta Gold card. Worth checking out, since I think it's a better value offer.

No they are straight Delta miles, not Amex points. So whatever you can book using the delta website.

Their system will identify you before the credit inquiry. I forget the exact language, but you will get a pop up that says something like: you are not eligible for this offer, do you still want to submit the application?
