Just means that the feedstock chemicals used to make nylon come from renewable bio based resources, not petroleum based. Its a green/sustainability marketing play. The Amazon description is directionally OK, says "Built with Bio-Based Nylon: 46% of the exterior of the cable body and the connector casing is made from bio-based nylon. Using bio-based nylon in our cables allows us to cut down on petroleum-based plastic such as TPE." TPEs are softer, elastomer type products used for cable coating too.

As long as you do not need 140W (most people will not) then yeah, the 100W version is slightly cheaper

It does transfer data. But, the data transfer rate is slow. Only 480mbps. Basically USB 2.0 speeds. Decent data cables capable of transferring data much faster are always more expensive.
