I went to 2 different Targets in my area looking for this on Sunday and Monday, and they were both marked down as clearance to 199.99. However, if you check Best Buy or GoPro, this is not exclusive to Target.

Same! I couldn't believe my luck. There were probably at least 35 of them in the cabinet with the $89.99 sticker on them.

That's because you are looking at the Brickseek link which is completely useless for Target and has been for over 2+ years. It's just pulling online info from the Target website while Target's in store inventory pricing is completely different which includes clearance. Someone posted this a few days ago spotted at the 50% markdown while OP in this post got it at 70% which is legit.
