Just got an email from Fios today with subject line "A $10/mo savings, just for you.", The fine print on the email didn't say any purchases or change of plan is required, so i called and told the rep that I've received such email and he applied it to my account, which results in sending me an email to review my order and then confirm the changes, the $10 discount shows on the order. The rep said this is an ongoing discount and doesn't say when it'll expire. Obviously this is YMMV. I have gigabit with old custom TV package.

i did it, saw monthly go lower, but i won't know it's real or temporary
till the new billing actually hits my checking account a month from now.
