Dell still ranks third in number of PCs (desktop plus laptop) shipped worldwide with about 19% market share, after Lenovo and HP (year end 2022). Dell's share of the leased PC market is even larger. Nearly 60% of Dell Technologies, Inc. revenue comes from its Client Solutions Group, with most of the remainder coming from their Infrastructure Solutions Group. The bulk of this hardware is supplied on lease terms.

So Dell turns over millions of leased PCs every year. They've been selling off-lease hardware since the late nineties (if not earlier), offering these ever changing promotions as inventory fluctuates.

I think these "deals" are just being noticed and posted more frequently recently by slickdealers, although increased deal frequency may also be part of the picture.

I ordered a 5470 for my kids Birthday. Glad I opened it up early to set it up. DOA. Battery won't hold a charge. It won't last 2 minutes without being plugged in.

sad. did you order Condition A?

my condition A had 75% battery, good enuf. some have said that Condition B is a gamble, but the battery should work or consult Customer Service for a new one.

If it's only a battery issue, Dell has readily sent me replacements (usually new-new batteries). That is, if current full-charge capacity is less than 80% (maybe 75%) of design capacity.

If you otherwise like the machine, you could try a fresh battery (Amazon, MicroCenter), and if satisfactory get a battery replacement from Dell; return the one you purchased, or keep a spare.

If yours won't hold any charge you might have a more serious problem. It's probably best to just return the computer - especially if you value your time.

My theory is, many many companies bought a ton of laptops during the pandemic for remote work. Laptops were hard to find, everyone was struggling to get a bunch, and at slightly inflated prices. Now we're seeing the effect of companies already having laptops, not needing to buy, and also having returned Dell leases. It's not a great time to try to flip a laptop with companies like Dell selling so many for so cheap.

I guess it's too much trouble for Dell to do the right thing and test the batteries and replace them as needed before reselling the computers.

Bought a 7930 last promotion and received 2 defective units so far. It's almost impossible to talk to their customer service I spent hours until I was able to talk to someone the first time and since I received the second unit I have been on the phone for more than 3hrs and no response. Sent email and left voice message but zero response.

You dont need 32gb ram on i5-8350U. This cpu is outdated, it will overload before you can consume more ram.
