i was confused by this too, never owned a switch before and finally just got one so I'm still figuring stuff out. it appears that the multiplayer pack is extras, new levels and costumes, but you can multiplay in the base game without it.
please correct me if i'm wrong!

There is a section called scare park (weird how they don't allow me to say the correct name) that has 3 mini games. Think of it as small quick games kinda like Mario party you can play against another person in about 3 minutes.
The expansion adds on like 4 more competitive multiplayer games you can play against each other.
