You can- I've seen YMMV reports about how many days you need to wait between cancelling and new application though.

Also things to keep in mind:

Use any credits you might have on existing card you haven't used yet.

Does Chase no longer have Sapphire credit card offers that waives the fee for the first year? I did that back in 2016 and then canceled a year later before I had to pay the annual fee.
