You can not have more than 1 Sapphire card at the same time, and you can not get a new Sapphire signup bonus if you received one on any Sapphire card in the last 48 months.
For anyone debating on whether to go for this, know that the all time high is 100k bonus points, making this a very lucrative opportunity.
You can- I've seen YMMV reports about how many days you need to wait between cancelling and new application though.
Also things to keep in mind:
Use any credits you might have on existing card you haven't used yet.
Insure you move your UR points to a different card before closing old one.

Last year when they did the 100k deal I believe in the summer if you applied at the branch you got your fee waived but I haven't seen any mention of them offering that on this deal this time around...
Confirmed with the customer service representative after the conversion from Sapphire to Freedom will need to wait 30 days to apply and get the bonus offer.
Just converted Sapphire to Freedom and was told that I can wait only 5 business days to apply for a new Sapphire card and would qualify for a sign-in bonus offer; no need to wait 30 days.
Not sure how to proceed here. Does anyone have any additional info?

Data point:
Downgrade my CSP 3/31 to chase freedom unlimited.
Today 4/10 in branch instant approval for new CSP. Looks like my timeframe just happened to be about 5-6 business days, but no one told me ahead of time.
2 positive updates:
1. For those that applied recently, (before end of Feb), but missed this promo, I was able to get this promo applied with the help of branch rep.
2. This promo is still on. My wife was able to apply in branch.
Somehow the rep told us they don't like advertising this promo, so we couldn't also take any screenshot or photo of it.

Will you get the bonus? Has it been 48 months since your last sapph bonus?
