What economic and market indicators point to this being a bad price for a 6800 GPU?

I want it to be as cheap as possible, too, but compared to historical pricing, this is a good deal.

Problem is it is Newegg and the listing does not have the " 30-Day Hassle-Free Returns*". You can replace with same card if you have a problem but you can not get a refund. That means you open it you own it. I even verified this on chat. I've had GPU returns, especially AMD, and will not buy if I cannot return if it underperforms or is too loud. I'll pay a few dollars more somewhere else to be able to return if it underperforms expectations.
