This is pretty much fixed now if you disable "SMT" and set the cores to 3 using the Decky and PowerTools plugin. Steam OS 3.5 is supposed to implement a permanent fix for this issue, it is related to core counts.
It doesn't have to be perfect, but I don't have a SNES anymore and would like to play a reliable version of CT.
I actually still have the original snes cartridge of this game

Bought it a couple weeks ago on eneba for the same price...
perfectly playable on PC. I use nintendo switch controller plugged in as I noticed some lag using bluetooth. Then again, I am using $5 chinese bluetooth adapter so YMMV.
