The 'return to sender' could be their system automatic reaction to too many orders ( 5 or 6? ) of same address in a certain period ( 90 days? ).

I used same address but different email. I wasn't having any issue doing the same for the iPhone XR from a couple weeks ago.
Unfortunately you now have to keep the plan for 2 years. Earlier this year it was 120 days.
It may be due to number of orders, or the fact that I turned off autopay to Boost on PayPal as soon as the order was processed but before shipment. Not totally sure.
