that's not a requirement, but a max supported wattage. any charger higher than 21w will charge the pixel 7 at 21w.
20w vs 21w will not be noticeable at all.

Does support the optional 12V profile, but otherwise is a phone-optimized charger:

Anyone know if this is adequately for pixel 7? I believe it requires 21w and this is just shy of that.

More research indicates that this will charge pixel 7 but not with super fast charging which requires pps, which this does not have.

A 20W power delivery capable charger is more than adequate for a Pixel phone. Pixel phones can support Programmable Power Supply PPS, which this charger does not support. However, research continues to demonstrate that this feature (PPS) provides no significant benefit to charging times for many of the phone models with which it is associated (one other potential potential benefit of PPS, improved battery life, isn't clearly documented versus, say, simply opting for slower charging).

Note that Super Fast Charging is simply the Samsung trade name for certain configurations of Programmable Power Supply PPS. 25W SFC 1.0 demonstrates support for a PPS mode operating at around 10V @ 2.5A and 45W SFC 2.0 demonstrates support for a PPS mode operating at around 10V @ 4.5A.
