Here's how to look at it. If you have enough GB of RAM, the CL will not matter because there will always be free RAM for your next bit of data; only frequency will determine responsiveness. It is only when you are using every bit of RAM in your machine continuously (or at least often) that CL becomes relevant at all. Given the price premium for tighter-CL chips, if your computer can support more GB of RAM you might do better (under most conditions) to just add more GB of cheaper high-CL RAM.
