We just took the pedals off a regular child's bike when my kids were learning. Once they could balance, we added them back on.

That's a good method to do it for some kids or once the kid already shreds on their existing balance bike and are ready to be introduced to pedal bike.

Our 2 year old has been using a balance bike for a couple of months now, and it only weighs in at 7 pounds while the $300+ kids pedal bikes are 13-16 pounds.

Balance bikes are a great way for the kid to learn to balance because of how light they are, and they can easily pick the bike up while a pedal bike without pedals makes it harder to do so because of the weight.

But as you said, some kids, especially older ones, can totally use a regular bike without pedals.

The bike that OP linked is a steal because even the cheapest balance bikes that are decent usually are $35+.

Reviews seem solid on this and I haven't seen a reputable balance bike get this low priced. It seems to come in and out of stock, keep checking. Just ordered one

This is the true SDer way to teach your kids to bike -- no need to buy two separate bikes. They will only use the balance bike for up to 2 months at the most. So just buy them a regular pedal bike that will fit them in two months, remove the pedals, lower the seat all the way, and you have a balance bike. Once they have that mastered in a month or two, add the pedals, put the seat at the proper level and you're all set!

BTW this concept of a balance bike works way better than training wheels to teach kids to bike. I taught 3 kids how to bike this way at age 3-4 (removing the pedals and lowering the seat to begin with) and they learn very quickly.
