The 1504 Classic set (11717) from Walmart that comes with 4 base plates has always been the better deal at $50 or less when in stock (forum search).

This set seems like a bad deal by comparison, I recommend waiting.

Over priced? They're premium quality. Completely automated robotics factory with state of the art manufacturing processes means the blocks are always in spec and perfectly calibrated. What is the tolerance on a Chinese knockoff?

This is also part of Target's "Buy one get one 40% off" deal. As of right now, there are 89 Lego sets that are included in this deal. I grabbed this one and then got a second similarly priced Lego set for 40% off.

Is this any better than the 25 bucks ones that sells during Black Friday? I ask because that one was mostly tiny pieces 2x1 and 1X1 and my kids are still too young.

I have seen Walmart deals for this kind of LEGO set with twice this amount of pieces for about the same price, so I would wait for that to come around before buying.
