This seems like a bad deal since the CRG9 was on sale for the same price not too long ago? It has a much higher refresh rate.

I agree. The LG is an IPS panel and therefore has better viewing angles, but the CRG9 is equal or better in most every other facet. Unless viewing angles are your only criterion, the CRG9 is probably better. (I have a CRG9 and it's great for work and for gaming.) See the following comparison between the LG and the CRG9:
