It's more like a Home Depot overstock outlet for Ryobi and Rigid
TTI manufactures a majority of the ridgid tools even though they don't own the brand name which is why they are in their outlet. In regards to Milwaukee they do sell them in their physical stores but not online.

Just be careful, if something goes out of stock after you order it, they will still ship the remaining order without asking if you would prefer to cancel. Many people got burn by their shipping practices in the past.

The fogger sucks. It has a filter so you can't spray anything thicker than water based insecticide, which washes away with rain. You need to remove the filter to spray oil based liquid but the flow rate is controlled by the filter so without the filter you empty the entire tank in 5 minutes.

Good find. That one says 80% off in cart but 40% off on the product page. I added a bunch of stuff to cart I wanted to see if any was double the discount but none work, only thing was the fogger.

This combo set a good deal? Like that it is brushless and need a recip saw plus this would allow me to unload my older 18v Porter-Cable drill/driver set and stick Ryobi. 2 batteries and cut-off tool a bonus? Or better to wait for a "free gift" deal at Home Depot. I know the drill/drivers are a common part of those.

If you buy Ridgid factory blemished it will qualify for the LSA. Importantly, refurbished it will not. You have to register with receipt and serial number after you receive the tool within a pretty narrow window. iIncredible value!
