In Japan, Yakuza goes by Like a Dragon. But since this is a historical era game in the series, it makes more sense to call it Like a Dragon: Ishin! rather than Yakuza: Ishin! (because it isn't about the Yakuza, but is a spinoff of the series).

You're correct, but it's Like a Dragon because that's the new name going forward for every game in the series which is explained in Yakuza 7.
