The offer is indeed targeted, unless you want to try it using guest checkout (but it may seem to work originally, many have found the coupon does not work when doing the actual check out.)

I'm using incognito, getting all the way to the end, using a new email and phone number and it's still saying I'm not eligible after initially adding the coupon successfully. Any tips?

I tried using my account and it said "you are ineligible for this offer..."

When I used an incognito window at the same location without logging in, it works.

Don't login at all, checkout as a guest? That's what I did.

I believe this is the correct answer. Has to be a dormant account to work. My method seemed to work until I hit the "Place Order" button, then it rejected even when not logged in.

They have a very cost reduced supply chain and are extremely high volume. For cheapskates like me they capture nearly all of the "I want cheap pizza and don't care where I get it" crowd. You could argue Little Caesars tries to pick up that niche but their website and customization is terrible, not to mention their in store customer service is horrible. Dominoes employees for the most part seem to be trained well and are very productive (in other words it sounds like a stressful job). Their pickup prices are awesome but don't carryover into delivery. If you read their earnings report powerpoint I was surprised how much delivery they do as a share of business in the US, so that's where they make great margins, I think it might have been even higher sales dollars than pickup orders. It used to be that Pizza Hut and Papa John's would occasionally have deals or promo codes that would get close to Dominoes but now they aren't even close. Their carside carryout is fairly innovative. If you think about it, the $3 carryout tip is genius, because they make it so it's only valid the following week, a week in which you probably wouldn't normally get Dominoes that quickly again but are hugely incentivized to now.
