No. Cast iron is a fairly poor conductor but with a lot of mass, so it can hold more heat for the initial sear/braise. The ceramic makes it non-reactive and more effective for browning than the regular instant pot stainless steel interior.
It can do most of the things the regular instant pot can, but cast iron takes longer to do temperature changes for more delicate things.
Main downsides of this are that enameled cast iron can chip, and should be handwashed (vs the stainless steel of the regular instant pot, which can be easily dishwashed), as well as the weight.
It's more important because most of the Instant Pots don't have too powerful of a heating element, so it's harder to sear foods in it. The heating element on this isn't really any stronger, but the cast iron will hold a lot of heat as you warm it up.
Unless you're already using a dutch oven and wanted an electronic one, most people would be fine with the regular instant pot and/or the non-pressure lids sold for those.

They adjusted price at store I bought it from a week or two ago. Mine marked them down to $49.97 yesterday. Think it probably depends on whether your store marked them down & still has them.
