Had the same issue and how I solved it was by clicking the option one time purchase and once I did that there was suddenly an option just above to view details of discounts. Only 1 of 2 discounts was active so I clicked the unactivated one to activate it. Then I went back to the subscribe and save section and at checkout the $15 discount had been added.
