no legitimate Microsoft license retailer has these issues of keys not working.
if you're going to go grey market, you can find cheaper. woot takes a cut and SD gets a kickback.
Woot now sells 3rd party vendor products
So this is very likely some random license key reseller, similar to those on ebay or cdkey sites.
YMMV.

If this is true, then this deal is no good. I paid $199 just a few days ago to buy this from MSFT but it was for a work computer so I wasn't going to risk a non genuine product. Buying a stolen key is no good, but I'm surprised that Amazon (which owns Woot!) is selling this stuff now.

Just a heads up, Woot had a similar windows 10 and 11 listing a month or so ago that I bought. It took them almost two weeks to finally deliver it via email and I received an invalid key. I was able to contact them and get a refund no problem, but just wanted to throw it out there so hopefully others can avoid the hassle.
I thought after Windows 7 or whatever one that every progression was going to be a free upgrade just like MAC?
It is sort of free but there is a catch.
A machine which came with Windows 7 won't be able to run Windows 11. You could go from Windows 7 to Windows 10 for free for years. Now, there are still some loop holes to let you upgrade with W7 to W10.
When W11 rolled out, all computers with eligible hardware got W11 for free. W11 has fairly recent hardware cut offs. At launch, only CPUs released in the prior couple years were okay for W11.
IMHO, the audience who buys these keys likely are people who build their own PCs or people who are still on W7 and missed their chance(s) to get the free upgrade(s).
