Interesting. Someone on that thread has a workaround if you already have a Citi account which I do. I'll see if I can get that card added to my account and use it through Paypal though I'm not sure my insurance co can take a card through Paypal...
I did get an answer through Citi chat help in which they said they will not expedite the card as per their policy.

Ah... We were a bunch of regulars at a dog park and one of them labeled me as the "Local Hero" after I saved a dog's life there. It was around Christmas and the park had Christmas lights strung up in the bushes around the lake. Soma was a 100+lb Chocolate Lab that his owner and I were throwing balls in the lake for. When he went in, he tangled in a wire and in trying to get free he bit down on it. His muscles locked and he dropped like a stone below the water with his jaws still clamped on the wire. I jumped in and pulled him up but I was getting shocked too and I reflexively dropped him. I tried again and this time was able to heave him onto the bank where fortunately his jaws jarred open enough so that I was able to kick the wire out of his mouth. I thought for sure he was dead but he bounded up and ran to his owner. (She was desperately trying to unplug all of the wires)
All's well that ends well but I'm glad the current wasn't any stronger in that wire.
