Not a deal until it's sub $180 (being generous).. Negligibly faster than a 5700xt which can be had used for $170. And, with 8gb you're already approaching obscelesce if you intend to play newly gpu-intensive released games.

Agreed. The 5700 XT is still a very capable GPU and can usually be found locally at low prices. Within the last week I bought a couple on facebook for $120 and $140. With FSR enabled I've even been able to do 4K very smoothly, and anything below 4K is no sweat.

LOLed. 6650XT used is also listed for 140-180 on ebay and facebook.
And how about factor in the free TLOU?

I passed on the chance to get a new RX 5700 XT for <$130 last week on Aliexpress. New, with 3 year factory warranty, not used. If I had realized the prior gen AMD 5700 XT were that could I would have bought one, oh well I will wait for the next sale on Ali. Good luck with redeeming that "free game" from AMD though, they put so many conditions on it and hoops you need to jump through. On the Ryzen 5600 they made it nearly impossible to claim the free game. They will tie it to the video card so you can only use it with that card; it's not like a new game shows up in your Steam library that you can play on any system. I bought a RX 6750 XT with one of those "game codes" the code was trash.

You can buy a new RX 5700 XT from Aliexpress for $170 today with warranty, and when they had the birthday sale 2 weeks ago I passed on getting one for <$130. I will just wait for the next Ali sale with stackable coupons. Probably no more than two weeks later.
Now the downside is the RX 6700 XT draws a lot more power than a RX 6650 XT, runs hotter and the cards are pretty huge. Too long for the small form factor, mini ITX chassis I am building now. But that's the only major downside to RX 5700 XT that I can see, and for people with a "normal sized PC case" not a disadvantage at all.

How do you go through warranty claim with AliExpress?

It's faster than a 3060 by quite a bit

3060 has 12GB of VRAM (at least the original model) which is more than most other Nvidia cards. Even if not super fast, the extra VRAM will help carry its weight for a little longer than usual.

3060 has much better ray tracing performance (granted neither of these cards are really suitable for full ray tracing) and DLSS which has a wider support base.
Newer games are very VRAM intensive. Hogwarts legacy, RE:4, etc. So yes, these are important factors to take into account.
EDIT: I also forgot to mention the 3060 has 16x lanes for pcie while 6650 and below only have x8. Not a problem if you have a mobo with pcie4, but can also be a bottleneck on older motherboards with only pcie3

Yes it has 8GB. But it ain't like the 3060ti/3070/3070ti/3080/3080ti 12GB 10GB/4070/4070ti 12GB where you are being extorted and robbed by Jensen Huang. Blind fanboys still think a 3080 10GB is a good buy. Search 12700kf/3080 pre-built. I even made a 7800X3D list that'll blow the doors off that overpriced junk.

not even close, 6650 is almost directly between a 3060 and 3060ti

yeah, I was thinking I'd upgrade my 3060 to a 6650 at some point in the next year and give my 3060 to my kid.
from what little research I did, I thought the 6650 was clearly better.
Today it is the better GPU but in the future if we keep getting AAA games that love vram (even at 1080p) like The Last of us and Resident evil 4 remake, then the better overall GPU would end up being your 3060 with its 12gb of vram. (Digital foundry, Hardware Unboxed and Moors Law is dead interviews with game devs are saying this)
If you don't care about the latest AAA games then the 8gb on the 6650xt vs 12gb on 3060 doesn't matter that much imo. I personally play new games well after release so the 6600xt I own works fine for me plus it was about $100 cheaper used than the 3060 I was also looking at.
