I just got the 7900X from Microcenter. If your motherboard has an "AMD Eco 105W" or "AMD Eco 65W" setting in the bios, use one of them.
I use the 105W setting, and lose about 3-5% performance but I am using 30-50% less power, and way less heat. Instead of constantly being 90 degrees, it runs in the 50's + 60's at load.
I too wanted the 7900 (65W) but they just don't have combo deals on them. The 7900X can run cool if you get into eco mode. You can essentially run it as a 7900(65W). The other poster is correct, AMD chose to push these right up to the thermal limit so they will always push clocks high and run hot. Going from a Ryzen 1600af, I am way more then happy with using 105W/65W bios settings and having a silent PC.
if you're gaming on 4k, then the difference isn't significant.
if you game at 4k and also can utilize the extra cores/clock speed on the 7900x, then that's the way to go.
if gaming is the most intensive thing you do, especially at 1080p/1440p, then 7800x3d is the way to go.

The Eco mode makes a significant difference in power usage and temps. Start with 105W, maybe take a pass or two through Cinebench to get a quick idea of performance and temps before and after.
HWMonitor is a quick and easy way to track your clocks and package power consumption. I also have a Kill-A-Watt at the wall to see actual power consumption of the rig.
Good luck on the new rig, I've been building PCs for 20 years and have never built a "high end" PC until now. I am loving the 7900X / 6950XT combo I snagged at Microcenter.
