If you're not to your destination, you're still en route, aka traveling. Even when sitting on the tarmac, even when sitting in a lounge in a layover, even when sitting in traffic on the say to the airport--it's all traveling.

Generally this is about as much as they are required by law. However, this is when the travel interruption clause on a credit card can help save the day for the additional expenses. Of course, that's another set of hoops to jump through.
