I like to line the bottom with cardboard to block any weeds. Then add some wood chips or branches depending on the depth. Finally I add compost and raised bed soil until my depth is reached. Leone stuff can be shallow and some is deep.

In a wet climate maybe add some perlite and in a dry climate maybe some vermiculite
I can tell you that these things are sturdy. My ex-gf tossed one through my windshield, and I found it sitting on the passenger seat unscathed.
These blocks have a hole in the middle. You stack them up as high as you need them and drive an appropriate length of rebar through into the ground to stabilize

It looks like there might be some kind of huge staple [smithsonianmag.com] to stop the blocks from slipping off the end of the boards.

I bought these a few years ago for raised garden beds and they are great. Used rebar for the center hole and they haven't budged.

To make an actual raised garden bed, need to stack up like 2-3 of these on top of each other. My question is, what do you fill at the bottom of the garden bed to raise it up to the level needed to put in plants? Garden soil?

Use a potting mix type of soil since raised beds do not hold water as well as a flat garden

Has anyone used these for creating a base for a greenhouse? I raised one of my greenhouses up on cinderblocks, that are in the corners. But I'd like to close the gap during the colder seasons.
