The only "better" cpu on the market is Ryzen 9 7950X3D about 6% slower but the 13900K is $200 cheaper and can still use DDR4 if you already have memory and a board.

Because there is very little performance difference overall. I'm aware that AM5 only uses DDR5. Apologize if it was confusing. If I wanted to write a short story I would have elaborated that if I wanted to upgrade from say an 8th Gen or newer and I already had 32 or 64 gb of DDR4 3600 you could put more money into GPU. Saving $200 on CPU and at least $120 on ram would get you more than halfway to a 4070. Money not being an object I'd go DDR5. Most of the 13900K systems I build are 4090's 64 GB DDR5 6000. 4 TB NVME 4.0, etc. Typically in Thermaltake 500 chassis and either 360 mm AIO or custom water loop. Someone may already have a lower end 12th Gen with DDR4 and so popping in a 13900K at this price is pretty damn good. The 13900K passmarks at 60,051 and a 12400 at under 19546. 12400 is worth ~$150 so $349 net difference and then next upgrade would be board and DDR5. Gaming benchmarks are about a 2-3% difference between DDR5 6000 and DDR4 3600. Bottlenecks are almost never memory speed --but cpu/gpu. Depends if upgrading or a new build.
