At the current price this is an incredibly high-value charger for certain use-cases/scenarios. This charger's support for Programmable Power Supply (PPS) includes support for 25W and 45W Super Fast Charging when using one port, or 25W SFC on both ports at the same time. This would make this a killer fast-charging option for a couple with two PPS-capable phones, for example. Additionally, the power split means that a phone and laptop could both be charging at or near their maximum at the same time.

This comes with a pretty nice cable and has charged everything I've thrown at it, including an old ThinkPad with a barrel plug adapter. I'm slowing upgrading all my chargers around the house.

If there wasn't a better one on Amazon with 4 ports 100w PPS with 100w usb cord for $30, I may have considered this. I got it for $20 when it went on sale, but it's been every day $30 price

Generally, no - the device decides the energy draw amount. If it is only capable of low power draw then that's all it's gonna "ask" the charger for. Nowadays, devices and chargers can have a whole complicated negotiation process to decide what level of power both can comfortably handle. If any part of that "conversation" isn't successful, then they simply fall back upon the slower (and therefore safer) power levels that they both can agree upon.

did you try attempting SFC 2.0 with only that one cable plugged into the brick.
as soon as you plug in another cable even if you're not connected to charge, SFC 2.0 is no longer available.
