I bought one of these Optiplex units a month or so ago. Added wifi/bluetooth and an extra 8gb of ram. Easy installs, and it runs Tiny 11 extremely well.

Stretch it to 300$ and you can get the minisforum um560 with the r5 5600h and 16/512gb.
I think it would be a better deal on a much more modern system

How would this be for turning into a multi virtual machine Linux box? I'd like to get a pi hole, home assistant, plex thing going and don't know the best approach.

Pi-hole, home assistant can be run via Docker. Don't know much about Plex. I would not make this a Proxmox or ESXi system. Its however great for Linux, everything works as expected. I can only speak for Debian

Re: usb wifi adapters, I've had great luck with this one. Great speeds and reception. I've purchased two of them, but NOT currently available on Amazon it looks like. I think it's based on Realtek 8812BU so probably there are others brands/mfrs using the same chip:
