It's definitely a 4.0 drive. For whatever reason, some companies put out some Gen 4 drives with Gen 3 speeds. I haven't figured out why yet either.

It's qlc chips now and had the controller downgraded from the original controller.

This is just a guess on my part, but perhaps lower speeds would mean lower temperatures which would be very desirable in non desktop environments, where heatsinks are not an option.

Inadvertently making a cheap Ps5 compatible SSD.

There's not really a single game out there that requires/utilizes Gen4 speeds yet (quite the opposite in some titles where you have to wait for last Gen to load) and I doubt anyone would really notice the load time differences.

That being said I doubt this was their intention.
