I was going to confirm you saying this is a crazy price so I went to Sam's online to see. Interestingly this price matches Sam's if you divide by the per pack price.

I personally never buy this stuff but if you shop for a larger size you would normally get better price than Walmart.

check if you have Leslie's in your area and check on their coupons. Leslie sometimes have stuff online in larger quantity or weight than in store so you can save this way plus coupon on top.

there's also ocean State Job lot which sells pool chemicals and they have teachers discount I believe 20%, they might not verify. also Ollie's bargain sometimes has coupons or days when things are discounted I don't remember the details but you can call and ask if you have these stores in your area.
