Penn from Costco sucks.
I have bought a few cases through Costco for the last few years. Most of them are all good except for my last case. 10 of the 20 cans were completely flat, but at least Costco gave me my money back for the whole case. I do prefer wilson, but I usually cant find those on sale.

$2.40 was pre Covid. Nowadays its $55 for 20 cans = 2.75. Yes! they do run promotion $10 or something like that, one or 2 times in a year
My local Costco has them for $47.99 for the 20 pack. I'm in California, and I was just at Costco last week considering purchasing a case. Not sure if their pricing is different by region.

Penn v/s Wilson? Any recommendations?
I find penn balls usually to be lower quality than Wilson ones wrt bounce. Especially on in relatively cold weather.
Wilsons definitely play better out of the can, but felt doesn't last as long as Penn's. After a couple sets the balls lose too much mass and tend to float especially at high altitude or in windy conditions. Also generally a little more expensive than Penn's.

I've had the opposite experience. Pretty avid player, have gone through about 5 20-can cases from Costco over the last 3 years, probably 1 unplayable ball out of all of those. Bought some loose cans from Walmart during the pandemic when Costco was constantly sold-out and 1 out of 4 cans had at least one unplayable ball.
You have a low bar then. Costco balls are total trash. 1 bad ball per can, 1 bad entire can per 3.

Are they different?

These are extra duty felt. Costco ones are normal felt. You would notice the penn in black on these vs red on costco ones. The red is generally used for women's tennis

Its accurate lol. It's a marketing strategy to start with the bigger number. Hahahah if anything you're the proof that this strategy works at least as clickbait 🥲 plus you know math..

In for 1.
What I found is, the balls made in Thailand are better than China, last longer.
